because the games make 2 billion and the stuffed animals and movies make around 89 billion
the only pokemon game with effort put into making a decent game was rushed and designed to sell link cables for a handheld game console at the end of it's life
pokemon is, was and always will be marketing first priority and functioning gameplay eighth priority

GameFreak is bad at programming games in general, Gen 1 only succeeded because it was a novelty that no one else had done yet (a handheld monster collector RPG with the ability to battle and trade with other players) and was later hard-carried by external media such as the TCG and anime.

Not exactly because of >>54080986, but more because it's easier to come up with art (visual and sound) and concepts than it is to make sure the code is well engineered
GameFreak's forte was never code, look at the mess that is gen 1

it's a fucking tile they gave the wrong property to. this shit doesn't even do anything.
gen 4 had that one unfishable tile + the tweaking glitch, gen 3 had a bunch of spots that'd glitch out + the pomeg glitch, and of course the slew of bugs in gen 1/2
oversights like this also exist in later games (pokeradar music in XY being replaced by no music if you hatch an egg, SM had a slew of weird flickering shadows/broken outlines, gen 8 famously lets you tweak out of bounds as well.
thank god scarlet/violet are bug free games at least, those games are extremely well build
