Hell no. His motivation is sound, sure, wanting to prevent an energy crisis, but it's not so imminent he needs to interrupt everything and fuck it all up without Leon or the Player's cooperation when all he had to do was wait a day.
Dude could have just been transparent about it all and he would have gone down in history as a hero, but instead he decided to be autistic about it and keep it from all but 2 people and went down as a dangerous criminal.
Like, why the sudden heel turn? He's clearly not evil yet he almost gloats about kickstarting the Darkest Day. It's so wishy-washy for what's supposed to be the main villain.

It's typical for many politicians in the real world to hide their true motives behind a persona, just like Senator Armstrong from Metal Gear Rising. Rose is acting as the villain in order for the Galar region to have a target to set aside their differences and have something to unify against. SV did the opposite.
I thought story wasn't important in Pokémon games but I was wrong. You already know what to expect from the gameplay so the story is the only thing that makes each gen unique. It needs to be decent.

There were no differences to set aside, you collaborated with pre-established allies in order to take down the only outright antagonistic force to present itself all game.
The closest thing to an ally you'd need to set aside differences in order to battle together with would be Bede and he's nowhere to be seen.
Also don't fucking compare Rose to Armstrong you retard, they're nowhere near in the same ballpark.

Second off, did you really not see all the opposing groups found in Galar? Many towns were secluded off from society such as Ballonlea and Spikemuth with Team Yell. Marco Cosmos clearly showed a disconnect between the poor and rich. The weather in the wild area also shows the opposing forces of Galar.

Thirdly, I'm sorry for comparing a shitty badly written antagonist to a villain like Chairman Rose

The problem is the 4kids seasons had a lot of attitude that made the characters fun and engaging. Ash and Misty's bickering creates conflict and humor as they try to compete and one up each other, and Brock's role as the mature straight man (when Joy and Jenny are absent) is a good, cool contrast.
Compared to the non 4kids seasons where everyone is so plucky, positive, supportive, and sterile. Not asking for everyone to be cynical assholes, but it went from a show targeted to all ages to a show targeted for little kids. Sucks because I tried watching gen 4 but the dialogue was so boring compared to gen 1.

I'm not sure the concept was particularly ambitious, this is like the 8th or 9th time a Pokemon villain has tried to unleash some world-ending legendary for no real reason.
I guess the 'twist' here is that Eternatus isn't the guy on the boxart, but as a consequence it isn't mentioned in the game at all until right before you fight it and then isn't ever mentioned again. I'm also not sure that's really enough to qualify as 'ambitious'

I think they're trying to make more involved storylines but simultaneously aren't trying to leave the comfortable copy-paste mold they've created, so the stories come out half baked and don't have time to develop like a proper story, everything just happens at the end and is dealt with immediately.

In retrospective, yes he is the worst villain GF has ever created. And surpassing Lysandre's terribleness was supposed to be quite a feat. What kind of dumbass worry about shit that may or may not happen 1000 years in the future?
