When all 1010 pokemon have voices in the games for each emotion first then they should give humans their voices. It would be awkward hearing pokemon just make beeps together with humans with voices.

I think I'd rather have no voice acting instead of bad voice acting.
I don't think the whole game needs to be voiced either, just the cutscenes or important moments. Outside of those, you could just have a few prerecorded lines for certain reactions, like in Danganronpa I guess.

Anyway the only part of the game that really needed VA was the ending in Area Zero. It was annoying to read while walking and getting interrupted by battles when the important lore and bants happened

Because voice actors wouldn't work with Gamefreak's required deadlines. They will not delay the games because of problems that arise so they must be in "working" order on release so don't have time for "less important" things. Most talent that could actually drive the games to be better also leave and find better places to work given GF is largely behind the times within the game industry and it isn't inducive to progressing your own skills as a game dev.

Voice acting should be used for special occasions like Piers and Ryme, but otherwise it can fuck off. There are few games where I think voice acting actually contributes significantly to my enjoyment and plenty of high budget games where poor voice acting actively detracts from the experience. If fucking Zelda of all things can't accomplish what I would consider the bare minimum for voice performances then I have no faith in Pokemon accomplishing it. Gamefreak already struggles enough to make a game without that time and money drain being thrown into the mix. There's far more important things I want them to get right before they even start to think about voice direction.

GF doesn't want to spend the extra time, money and effort seeking out a cast for every single supported language.
And that's probably for the better because no one wants to put up with TPCi's shlock voice acting infesting the mainline games, especially if GF takes the route of "as to ensure children are not confused, the voice language will match the text language and cannot be separated or changed".
