But you have to make all the mythical Pokémon catchable without timed events or distributions.

What's your game and how do you do it?
Hard mode: NO PORTALS!

Mirage Island style.
Every day, there's a certain chance of them, or a location for them, spawning in a pre-defined way. Once the Pokemon has been caught from there, it won't spawn again.
The rate for each should probably be about the same as Mirage Island too, to make these truly rare and, well, mythical.
