There are some "facts" that I would argue are consistent with what the game depicts. I'm not considering the anime as it often has a sporadic focus on certain issues such as a more rigid police force, going off the encounters with Officer Jennys... yet lampshades that by having one police officer across the world. As well as making direct biblical references in earlier episodes.

There doesn't appear to be an overarching government structure. At most, it appears that the Gym Leaders operate as city mayors or local governors, given their involvement in the plot in particular cities at times. They're also, in some cases, directly referred to in a leadership-like capacity, such as Claire from Blackthorn City and Brawly from Dewford Town. The Elite Four seems to be a wider scope of the same concept, likely operating as regional governors of an entire province (Kanto, Hoenn, etc.) We occasionally see the Elite Four and Champion get involved in larger plot elements that take place across various cities, and appear to have the respect and deference afforded to them by the communities that warrant such an assumption. Good examples are Lance, Steven, and Cynthia.
>Law EnforcementThough there doesn't appear to be a codified legal system in place, there does seem to be a generally-accepted standard of public order, that is capable of being enforced by police officers. There seem to be local patrolmen as well as "global police" officers, as referenced as early as Generation I flavor text and later developed with Codename Looker. Who decides these laws, and whether they're properly enforced, is anyone's guess. I would argue they're pretty ineffective beyond small-scale crime, given the prevalence of Team Rocket and other villainous teams in various regions.
