I guess a good compromise would be that you meet the fossil revival scientist early on, but to revive stronger fossils like Tyrunt or Aerodactyl he needs better tech which you get from progression. Or fossils are actually placed in the overworld as rewards for doing certain things instead of lazily copying the Sinnoh mining shit
