Because those moves give you a reason to use it early on. They forgot this in gen 2 onwards. Furret has literally nothing, neither does Mightyena.

To me it bothers me more that Rattata isn't brown. Not that all normals need to be brown but purple isn't a natural color for rats anyway. If its any consolation both Rattata and Raticate use the grey color palette in the super gameboy original(same as Eevee and Cubone/Marowak) before sugimori settled on the final colors with the promo art
