Basically, if you create a pokemon from scratch in past gen games, it uses 2 bit values, and the TID and SID default values are 12345 and 54321. This translates into 993401 when in Gen 7+ it's combined into a single bit value.

tl;dr - people don't change the default trainer values loaded in PKHex.
