It's because the metagame has a reputation for being stally, which is primarily because of the mechanics of Sleep Talk allow Rest to be called, which makes many things virtually unkillable without luck or PP warring.
The attacks are mostly weak or bad in some way, so it makes offense difficult. Pokemon that aren't set up to be RestTalkers are put on a timer, as there isn't even Wish in this gen.
Gen II OU apologists (johtoddlers in general really) will blatantly lie about the situtation and tell you that whoever says Gen 2 is all stall does not know what they're talking about, that it's actually offensive---simply because some people will run "boom spam", which is the only way you're ever going to guarantee a kill: at the obvious expense of one of your own mons.
I haven't mentioned snorlax yet; but the metagame is entirely warped around it. It is extremely hard to kill, it is extremely powerful, it is difficult to predict, it is the Gen 1 Mewtwo of Gen 2 OU, but kept legal.
Because of it, the standard gen 2 ou game is Snorlax, legendary electric or 2, spiker, spinner, defensive snorlax check, and then whatever last random mon or two you want to bring. It's about trying to keep Snorlax from doing anything while you wear your opponent down from 12% spikes damage forced switches, and try to get lucky during the inevitable Rest wars.
Guaranteed 100+ turns if neither guy is retarded. Not even gen1ou averages that high, nor does it feel like every match must be the same, because there is no overcentralizing force that prevents set and team comp experimentation.
Gen 2 is the worst of both worlds from I & III: Primitive without being unique; a bit more advanced, but lacking anything interesting (no abilities, few usable items, hardly any moves).
