The complaint that grass espailly bad in Johto falls apart because most of the gym leader don’t actually have super effective moves against. And Team Rocket is such a joke that a type disadvantage isn’t shouldn’t be much of a problem. The only place it’s truly bad is thr first two gyms and the elite 4+champion. And with the latter it’s more that’s grass has so many weaknesss and types that resist it that any 5 types at random will more often than not put grass at a disadvantage
