Because Korea banned any form or imagery of gambling from video games during gen 4 and the other gaming rating boards were quick to follow. GF removed the hassle of dealing with it on a region by region basis and got rid of it for all future games

Because they weren't selling a kid's game at 12's in EU and 7's in burgerland and Home market.
That's also why you'll never see re-releases of the old Gen 1 games now, any games with depictions of gambling released in the EU now must be sold with an 18's rating - no exceptions.

The EU ban was more significant than the Korean one. If it was just Korea, they'd absolutely have kept it in for the majority of the world.
