There's no way Game Freak would miss an oppurnity of buff Charizard or give it a broken bullshit form. They're probably just saving the Charizard's actual special snowflake Tera form for the DLC.

Gen 7 had no special crystal for charizard
Pokken could have easily given a shadow form to Charizard along with Mewtwo, but they didn't.

skipping Charizard isn't something unheard of. I even doubt there is going to be a special tera form for some mons.

I woundn’t count Solarbeam, in Gen IV nearly every Fire type’s got it, even Typhlosion was allowed to have it. The only Fire type that didn’t was Flareon and only due to Eeveelutions having a weird elemental gimmick.
