As for the man, who cares about Bowdlerized text from a children's game? GameFreak doesn't want fat Christian American parents rioting because their child's nintendo game taught them anything remotely related to sex. If you take one thing from the game as "canon", you then have to take ALL things from the game as canon, and there are simply more examples of text that contradicts one random geriatric sitting on a bench in France.
Gen2 had an incest mechanic, where Pokemon with too many similar IVs (only capable by breeding, or in very rare longshot odds because we're talking about barebones code that fits in literally 32KB of RAM (The shittiest jpeg has more data than a GBC's memory, fun food for thought) were incapable of breeding with each other, directly referencing inheritance. Given that eggs only come from "compatible" male and female pokemon (or genderless and dittos, who make the puzzle pieces fit) the implied understandings coupled with other game text references outweigh this shittily cherrypicked comment from an NPC nobody talks to.
