I was going through my complete dex and noticed that this fucker is luvdisc tier, actually worse because of it's barren learnset.
Delibird is literally useless, and it doesn't need to be like that forever.

I like it.
I don't even particularly care about Delibird, but it just feels wrong for a fully evolved Pokemon to be so underdeveloped.

I don't care about Delibird either-
I just think it was weird how they made Mantine and Skarmory counterparts (though Mantine has since received a buff since Skarmory was way better than it), but Delibird, who is arguably Gligar's counterpart when looking at the list of Gold/Silver exclusives, got absolutely shafted.
I just like to think objectively about things from a game design/gameplay perspective.

It's possible they just hated Delibird for some reason, I know that the accusation of Game Freak hating certain Pokemon is overdone, but that genuinely seems to be the case here.

Delibirds moveset is far higher than luvdiscs maybe don't let GF tell you you can't use moves you worked to get on them huh?
Delibird still isn't a competitive Pokemon though but it will work in the battle towers

I had a different direction I would take Present, that keeps the theme of randomness and gift-giving, just making it stronger.

Random chance throw these items at the opponent with these effects:
Snow globe: 80BP Ice-type, sets Snow weather.
Lump of Coal: 80BP Fire-type, burns target.
Spare Batteries: 80BP Electric-type, paralyses target.
Spoiled Food: 80BP Poison-type, poisons target.
Wooloo Doll: 80BP Normal-type, inflicts drowsy effect.

Because Game Freak didn't want Unova to be seen as nothing but an accessory to a previous region, so they tried a bit to hard to make Unova independent from other regions, hence they made sure Gen 5 had no evos or prevos of earlier gens.

Are you real? Spins, sets spikes, memento for momentum. Freeze dry is a great move. If he’s hustlin’ you have priority, a high bp stab move, ice spinner and drill run which has great sinergy with its STABS. What does Luvdisc have over it? Wish to heal its teammates off of their massive base 43 hp? Attract, protect and charm to delay its death for a few turns? Please

The same reason Wishcash doesn't evolve into Dondozo, two Pokemon can look somewhat similar and even be based off the same type of animal and still not be related.
