In the Pokemon universe, sex changes actually work. Someone can go from the image on the left to the image on the right in 6 months.
Lorelei to Will isn't a huge stretch in comparison.

I always thought Bugsy had a female team as a reference to dimorphism in bugs with females often being bigger/stronger. Like his Scyther, the girl ones have bigger abdomens. There's not really an explanation like that for Will or Saturn. With almost every other major trainer it just matches their gender

Plus I know there were a few female gym leaders or trainers in GSC who had male Pokemon too. There probably wasnt much logic behind it, aside from one guy rushing to add details to all the enemy trainer teams
