Why did they give this thing Quiver Dance? It was already strong enough without it, but Quiver Dance makes it straight up broken.

Volcarona was "balanced around" being 4x weak to Stealth Rocks.
By which I mean that GF definitely did not intend for SR to be the balancing factor for Volc, but it just happened to work out that way.

gen 2 imo did stat modifiers best
all the moves only increase one stat at a time and there are only two exceptions
>Curse but it reduces speed so it's not like you can slap it on any pokemon
>AncientPower but it's a 10% and a move with 8 PP maximum so good luck getting that boost
