First the obvious problem of wasting limited dex space, they have to be extremely selective about which Pokémon are allowed due to things like game balance, availability space, fitting into the world of the game, and of course the quality of the design. For every one idea that gets in, dozens are waited listed and reworked into something that meets that standards and 100’s are trashed forever.
Time. Gen2’s development was a chaotic hell, to the point where the release had to be pushed back, tons of new ideas and concepts to put in, difficulty fitting thr expansive new world they created, and inability to optimize the game until Iwata saved them. In this chaos who thought “let’s have babies”
Baby Pokémon by design are lesser versions of Pokémon that already exist, admittedly some have enough of their own concept to help flesh out the line they’re added to, but at the end of the day no one
The Gen 1 roster is one of of not the most marketed group of characters in history. people had huge expectations for Gen2 pokemon, they had to blow everyone out of the water or be consider pariahs forever. Who would be impressed by useless baby?
This is was late 90’s-early 2000’s where everything was EDGY and TO THE EXTREME if ever there was time for baby Pokémon it sure as hell was not Gen2
Gen2 dex already has a “soft” look compared to gen1 even without the babies. With this babies it ends up throwing off the balance and the group as a whole look way too non-threatening for a series call Pocket MONSTERS. Game Freak is on record saying that gen2 had a lot of “kiddy” designs, wouldn’t evolutions for the single stagers, or more ghosts and dragons have helped instead of more babies.
What were they thinking? Prioritizing baby Pokémon so much almost seems like an insult.
