Based on what we know of the RS beta leak, the Gen 3 Pokemon have lower stats because they were initially meant to be the only ones with Abilities. it wasn't until much later in development that Abilities were given to the Gen 1-2 Pokemon as well

Remember when Ash had a Glalie and sent it to Oak's lab before the gen 3 season was even over? Like, for a brief moment this thing was practically a shillmon and then TPC said nah.

Gen 3 pokemon have shit stats but they aren't that much worse warrant only Gen 3 pokemon getting abilities. It's more likely that Gen 1-2 lacking abilities is due to them not needing them since they wouldn't even be in the game. Gen 3 was initially going to be like Gen 5, absolute nothing but new Pokémon, and due to the the switch to the Game boy Advance, old Pokemon wouldn't be able to be transferred in until a future game had Pokemon from Gens1-2 again.

They originally had even lower stats but GameFreak realized this exact issue when implementing the Gen 1-2 mons, the version we got was already AFTER everything from Gen 3 got buffed

Glalie is the fastest Spikes user and the bulkiest one that cannot be trapped by Magnet Pull.
Ice STAB is one of the strongest in the game.
Can use Explosion, and has Taunt among other useful moves.

Glalie has received more appreciation this year.
