Team Plasma literally never succeeds at anything for the entire game
The lone exception is N being the Elite 4 and becoming champion, which isn't even part of Team Plasma's plans, it's just part of his weird obsession with the PC
If anything Plasma are the worst villain because they're so fucking limp dick. Their only "plan" is to spout their propaganda which convinces a grand total of 0 people

Except it was. N deeming the player as another hero and letting him get the legendary wasn't apart of the plan. Ghetsis was always planning on usurping the league to demonstrate to the public how pointless it is to rebel against Team Plasma.

The original Team Rocket makes the sense except for the stealing pokemon part. Some of the more rare ones sure, but if you want to make money. (And maybe they did this, but it wasn't shown) just get a bunch of Meowth together. The fossil stuff, Silph Co and Cinnabar Lab make sense. Everyone else's plans involve destroying the world with or without understanding the consequences of their plan until the latest games, where the evil team either isn't really a threat or isn't evil.
