Pewter Gym was originally Ground, Viridian was originally Flying. An early build of the game has Giovanni using stuff like Fearow, that's why the Earth Badge looks like a feather.

That's exactly what they did in FRLG, he still has Sandshrew but he uses Geodude instead of Diglett. And then in Let's Go, you fight two trainers who both only have a single Geodude.
