Espathra without Tera can't do anything to Steel types. Even if Kingambit were banned, it still wouldn't be able to handle Gholdengo.
Kingambit without Tera loses to Tier King Great Tusk. Not just Great Tusk, either, but plenty of Pokemon that don't really fear the Sucker Punch like Landorus-T or Iron Valiant would be able to beat it.
Dragonite will eventually be banned as everything overpowered that's kept it in check gets banned too. No Kingambit means that Dragonite is the new Kingambit.
Volcarona is incredibly broken with Tera. It's unstoppable unless you can guess its Tera before hand AND have the requisite counter kept alive. Even Skeledirge can be stopped by it if it has the right Tera.
