It would make sense for them to do that to prevent people from breeding a ton of starters, but the same gen that introduced breeding had Ditto in the wild on the same route as the day care.

It's been like this for every starter since gender was introduced, so I guess gen 2. Weird to me that they don't even change it for the more feminine looking starters, just every starter has this exact same gender ratio.

Gen 2 because starters were meant to be rare so they wanted to make it harder to breed a ton of them

Don't forget the recent SV 7 star raid gave out 100% Delphox's, while the starter raids before it were 100% male, wouldn't be surprised if they do the same for Primarina if she has a raid, Game Freak knows.
