Change Pursuit so that it only works when the opponent is switching out.
Let it be a mindgame move like Sucker Punch, except way easier to punish.

Well in terms of raw number of weaknesses yes, but worst in general (defensively) goes to Rock/Ice. Worst offensively goes to Grass/Bug (which had THREE double-weaknesses in gen 1).
