Yeah, Morimoto has a self-curated sense of balance. It's why Gyarados still can't learn Fly, because it's a 90 BP Physical Flying move, running off a 125 Attk stat eligible for STAB.
But Legends had Gyrados flying above waterfalls and the series never shied away from depicting it as being able to fly and carry people.
