due to the limited dex number they probably thought it would be redundant to dedicate two slots to crossgen evolutions with the exact same schtick
that said, it would have made more sense to go with the bellsprout split evo over bellossom anyway due to sprout tower's existence

Carnivine should have been weepinbell split evo. Think about it, its based on a carnivorous plant, it has the same green and yellow colour scheme as the bellsprout line and it even has the same green spots as victreebel does. Its also a pure grass type to mirror bellossom. Carnivine honestly feels like it was designed as a cross gen evo but they changed their mind because there were too many cross gen evos in gen 4.

I kind of see what you mean, theres no reason Bellosum and alt evo couldn’t go exist. Especially if they gave the alt bellsprout evo a unique typing. Meanwhile but picrel is far more redundant.

I believe it was a space issue early on. They mentioned having to cut alot of 3 lined pokemon early on because of space. I'm happy most of the betamon look like shit. Gamefreak really made the best decision.

scyther and pinsir getting immediately split up was a bizarre choice
I like heracross, don't get me wrong, but giving pinsir a bug/dark evolution to act as a counterpart to scizor's bug/steel was the most no-brainer choice possible and it's bizarre that they didn't go for it

Jynx not getting an evo in Gen 4 is pretty unfortunate. Unless they did something to fuck it up like make it slower, they'd have a pretty good mon, probably better than Electivire and Magmortar. Jynx has a lot of good tools, but it's really been powercrept.
