Gen 2 as a whole has been receiving a lot of criticism recently, some of it fair, some of it less so. The problems fans have with the Gen 2 roster in particular (aside from WHY ARE THEY SO HARD TO FIND), is: most of them are "shitmons", they don't evolve, they are too cutesy, there are only 100 of them Because Gen 2 only had 100 spaces for new Pokemon due to tech limits, many people think not having baby pokemon would allowed there to be evolved forms for the single stagers therefore solving most of the aforementioned problems.
The final straw was Sugimori's quote saying that Gen 2 had "kiddy designs" and that people thought they were pokemon was becoming "babyish" and that Gen 3 was designed to "return the coolness to pokemon" (there's a slightly possibility there was a mistranslation but that's the best translation we have). Regardless that quite Implied that even Game Freak themselves either dislikes baby Pokemon, causing some people to think that baby pokemon are the reason why Gen 2 Pokemon have been neglected (at least until recently)
