That was the whole point - to reflect how good these trainers actually are based on how they've been presented in the games, as opposed to their theoretical upper limits. There's some finagling that has to be done, of course, since a lot of trainers don't have full teams, items, etc, but when Sycamore gets screwed over by his Venusaur only knowing grass moves or Volo gets screwed over by his Roserade knowing Petal Dance instead of Energy Ball, those poor outcomes are completely legitimate and reflect poor teambuilding on the character's part. If anything, those flaws are part of what makes it interesting.
As for Tera - it's being used as the NPCs in SV use it, which whilst that means it's not especially impactful, is, end the end, fair enough.
