Nobody gave a shit about the Underground outside of the first week of release after they got their fossil, so the only way you were getting it is by begging a friend to let you pop in and out of the underground 32 times while they sit there and wait (and this only counts for you getting it) or getting a second DS and a second copy of the game and getting it yourself. And as far as Cryogonal goes in Unova, just time travel to a winter month. 5% isn't stupid high but it's more than reasonable.
