Sabrina uses less Pokemon than she does in RBY and it varies from trainer to trainer, and on top of that, a lot of them using 4-5 Pokemon would make sense because they would have caught more Pokemon in 2 years. For two, levels are an abstraction, dumbass. Again, Lance and Bruno did not become magically weaker. Levels are used to communicate a point and for gameplay progression, but they're not literal things that exist in-universe, that is not how any JRPG has ever worked.
