It used to have one but CHARIZARD burned it down
I was going to say that they didn't put a graveyard in Johto because its never had been in a game without KANTOOO which Pokemon Tower in Lavender Town, but that was explicitly turned into a Radio Tower in GSC/HGSS so fuck it, either the CHARIZARD theory is my headcannon so the gravesite is just so conveniently just off screen where the player cant visit.
