>>54269240sure, she wasn't as tactful as she could have been, but again, she's a child (and one that is established as suffering from severe social anxiety). also, don't forget that arven himself is the one who initiates the conversation about the other kids' parents (without prompting, he asks nemona what her parents were like, and then nemona in turn asks penny). all penny did was genuinely answer the question posed to her, in a manner perfectly befitting someone her age. arven's reaction to her answer is uniquely colored by his own poor relationship with his parents, but that doesn't mean it was rude of her to answer honestly in the first instance
during the area zero section, nemona also says some equally tactless things (picrel) but nobody gets up in arms about it the way they do with penny. obviously neither girl said what they said because they were trying to be hurtful or dickish (and it's clear that arven himself didnt take it that way either) - they were just honestly speaking their mind, and they both just happen to be very tactless teenagers
