The term Postgame is just a general slang term used to refer to content, the Battle Subway in BW is considered postgame even though it's available during the main campaign, we think of it as postgame because the tools needed to succeed in these facilities are usually available later. Theoretically you can put the Battle Frontier right before the first gym in Emerald and challenge it with Zigzagoon and shit, you'll just obviously lose without lategame stuff like legendaries, TMs, other items, etc.
No one has ever advocated for just sealing things behind the credits for no reason, it is a dishonest meme people like you push to silence criticism. In fact, complaints about Houndour in the Johto games show that people actively don't want that. SV not having a Battle Tower is a bad thing.
