Pretty sure it's to highlight the fact the MC is older. So the characters are a bit more mature. It's not even like they are that over sexual. Just short pants and shirts.it also plays I to their themes. I'd say it's pretty tastefully done.

Pokemon has some of the most overrated women in all of media.
There are tons of more fappable girls across all kinds of other properties. People only fap to Pokemon characters because of the extreme amounts of nostalgia attached to them.

In Masters at least, they look the same when all of the other Unova characters use their BW2 designs. Besides, there's not much of a difference between a 14 year old and a 16 year old in looks.
