Simple. Baby and old pokemon that have difficulty chewing meat have established a relationship with wild hitmonchan to tenderize their meals in exchange for a portion. Over time their community grows, and the more crafty pokemon provide their friend with clothes made of local materials. Rivalries between groups develop, and makeshift boxing matches are put on between different communities. Ever notice that there aren't any wild hitmonchan? That's because in-game gift pokemon are all from poachers in far off lands, and the purple clan hitmonchan happen to be the weakest and easiest to catch. Hitmonlee are assholes, and that's why they're naked.

All humanoid pokemon in gen 1 behaved like humans. They wore human clothes and used human objects. It was only later gens that retconned them to be literally born like that right out of an egg. Real life animals existed alongside pokemon too in gen 1, before everything got really sanitized and corporate. It's why gen one is the undisputed best.

In FRLG, the Pokédex allowed you to look for Pokémon via the habitat it would reside in. The Tyrogue line are listed as Urban Pokémon. In the JP only RG Pokédex book, it was said their habitat was unknown, but listed as Grassland due to their behavior. The same book also described Hitmonchan as "a Pokémon inhabited by the spirit of a pro boxer" and Hitmonlee "also known as the demon of kickboxing." Make of that as you will.

They need to evolve. Chan into fighting/psychic, Lee into fighting/dark, or maybe fighting/ghost for both. Either way they have type advantage over each other and stay on theme. Although Primeape beat them to it

It literally did not exist in the wild in Gen 1. That's part of why it worked back then. I'm sure someone else has already pointed this out. Pokemon were a new discovery and some of them were strictly novelty collection items like Jynx, Mr. Mime, and the Hitmons.
