top has better highs (Seperior and Samurott) but bottom is more consistent (all three are pretty good. Duck is only bad in motion). Emboar is the worst one there, so overall I'd say Unova is worse if only because of him.

I think even if Unova is mid tier among all other generations, H-Sam and Serperior are very good, meanwhile outside of the weedcat line Gen 9's starters are an absolute travesty. Galar is still worse however, FPBP.

And Quaquavel has personality and the traits of a solid starter but it's execution is a sheer bad omen of pokemon's current design philosophy.

Of the two, probably Unova. Design-wise, Unova isn't much better than Paldea, which as a whole is dragged down by just how awful Quaquaval is.
But at least Paldea's starters are dual-types and very useful both in-game and competitively.
Unova's starters all suck in-game and competitively in comparison. Serperior didn't become useful until it got access to Contrary, and Samurott would've never been relevant if not for its Hisuian form.

Gen 9 is actually the worst. First gen where I actively hate every single design.
Gen 5's starters all have painfully average designs (I don't hate them or care for them either), but I'd take that over the bonafide shit that is Paldea's starters.

I really don't get the hate for the gen 5 starters. I thought they were all cool-looking and fun to play as. Emboar, who seems to get the most hate, was easily my favorite. Fire/Fighting is a cool type no matter how much you might complain about it, and it had a great movepool that gave it some decent utility in a pinch at the cost of taking a lot of recoil damage. Just a really fun Pokemon to have on the team, I found.

I prefer the visual designs of the Unova starters, and prefer the typings of the Paldea starters. Either Emboar should’ve been pure Fire, or Samurott and Serperior should’ve had dual types (perhaps even with Samurott taking Fighting and Emboar getting Dark instead)

I like Serperior and Samurott. Emboar is fine for what it is, but not really my thing. Meowscarada is pretty good, but I wish it carried over more aspects from Floragato and the lack of ears and weird sleeves are really distracting. I like Skeledirge. Quaquaval is my laast favorite out of all six. Because I'm a little iffy on aspects of Meowscarada's design and I don't like Quaquaval, Unova wins by default.

Still, I'd say I like the Paldean final forms more than Rillaboom and Cinderace, and all bar Quaquaval I like more than Inteleon, so I'd still rank the Paldeans over Galar and Kalos, just behind Alola.
