There was an uphill trend from gen 1 to 7 until Water starters peaked with male Primarina

Water starters peaked with Swampert, doesn't mean there's not anymore space for improvement. As a matter of fact starter designs peak with Gen III and IV but there are still gems that came later, Greninja for example is probably the second most succesful case of a shillmon i've ever seen.

Sometimes you just need a little push to get the ball rolling, Anime appearances, metagame, competitive viability etc.

I see huge potential in Quaquaval. Inteleon wasn't a mega-hit among casual fans, among Fujos and TCG players however he was kinda ubiquitous, has a strong following even half a year into Gen IX. I hope Dot's Quaxly can evolve and bring more people to appreciate it's design, it's very underrated at the moment.
