This is why im in favor of new evokutions for old mons, gen 3 is absolitely filled with one stage garbage or half baked two stage evolution lines. Like how is Camerupt supposed to compete with anything?

Would be a fast utility and set-up sweeper.

It could lead and threaten commons as an anti-lead while getting guaranteed Spikes or Sleep.

Seviper's main issue is being too slow
everything less than base 100 speed is slow and has to have overpowered stats elsewhere (base 120/125+) to compensate
even then it's movepool dependant but that is the one problem Seviper doesn't have
