It helps that Bulbasuar is No.1 on the original dex and is a starter mon.
Poliwhirl was just somewhere in the middle in the dex and you couldn't get one until you evolve a Poliwag. Also Poliwhirl is overshadowed with it's other evos while Bulbasuar shares it's popularity with Ivy and Venusaur in harmony.
Poliwhirl as a mascot was always a strange choice to me, and it being favored by >>54299853 was the only reason it got it's face on products.

I mean it was just notorious how much Nintendo/Gamefreak ignored Bulbasaur line outside Japan.

Probably also has a lot to do with the franchise being so new nobody really knew which Pokemon were going to catch on as fan favorites since the games didn't really single any of them out as special outside of the starters.
If you look at really early Japanese marketing, you see Nidoking everywhere for the same reason, marketers just kinda thought he'd be popular.

Some of it is that no doubt. However, gen 1 marketing was really well done. They market everything. Lickitung was marketed alongside shillmons like Charizard, Pikachu. Gen 2, they fucked up by just focusing on the cute mons and forgetting the cool monsters. Gen 3 and on they focused on both cute mons and cool mons, but completely forgot the odd ball mons. They never quite got it right like they did in gen 1 in terms of marketing.
