How did Electric Soldier Porygon give so many kids seizures? How where people in Japan not used to flashing lights thanks to anime like Urusei Yatsura?

Way more kids watched the show, and the reports are overblown. Plenty of Japanese school kids, upon hearing the rumors before the reports, took to trying to fake seizures to get out of class.
