The pokemon universe has a huge homeless problem, it's literally a universe where it's normal to kick people out at the age of 10. Most people at that point will never learn and develop a skill to earn money outside of just fighting pokemon against each other.

Basically it's like bumfights, but in a universe where it's normalized and expected.
