leon is the final boss of an rpg video game. geeta is the penultimate final boss of 1/3rd of the game’s story arcs that leads up to the final final boss at area zero which means her team has to be weaker than nemona’s and the professor’s at the very least.

They don't mean in terms of gameplay, they mean in terms of story. In gameplay Cynthia's BDSP team is easily the hardest but in story Leon is the strongest (so far anyway)

Its funny because anyone with a brain knew this wasn't going to be the case. They way they were revealed and marketed prior to release were completely different. Coupled with how the games/regions were characterized, only those with room temperature IQ or those massively coping would think Geeta would be the new Leon.

Cynthia has never been regarded as the strongest trainer in the anime, Leon has. Theres really no argument to be had, even Cynthia herself wanted the right to face Leon (which she couldn't earn). She may have lost to a nerfed Ash, but at least she's the third strongest behind Ash and Leon.
