PLA might be very cool or very boring depending on what you usually enjoy in a Pokemon game, but in both cases, its replay value is close to zero once you finished it (I say this as someone who completed it, loved it but hasn't ever felt like replaying it from scratch yet).
It's a bit more polished than SV, less laggy and with better artistic direction (imo).
Scarlet/Violet have many problems, it being laggy is the most evident one but it's not unplayable. There are things I really liked and things I really disliked, but overall it's not as bad as some people make it out to be. I liked the story and Tera is nice.
You get used quickly to the Legendary mount, although personally I went with Scarlet because I thought motorcycle Miraidon felt a bit too weird for my taste.
It's really hard to suggest one over the other because PLA is a different enough gameplay that you might either love or hate it and no one can choose which opinion fits you best.
Scarlet/Violet, besides being rushed and not polished enough, is still your classic Pokémon experience and Arven's story is pretty nice. So it should be more easy to digest it from beginning to end despite possible (likely) criticism of things like the lagginess in some areas especially and the graphical bugs (which are not as prominent and persistent as they're made out to be in memes).

However, some gameplay choices are arguably poor, sometimes difficulty is crafted by making battles unfair to the player (ie: enemies can be 2+ on the battlefield but you're always stuck with just one Pokemon at a time), after finishing it I found the postgame finale a bit underwhelming and, as much as I enjoyed the whole experience, I don't really feel like playing it again from the start.
