They added back the Pokemon in the DLC. Not all of them, but enough that GF realized they couldn't just cut Pokemon. It was a partial success.

Why did they cut it in the first place? I can tell Masuda fucked up and it was not part of the plan as he went on record for saying they would not come back until the DLCs and they told him to shut up. However why cut in the first place? Best schizo explanation I heard is they had some converter to convert the mons from 3DS to Switch and it broke or fucked up somehow.

There's likely a technical explanation. It could be that it was too much work to maintain movepools for 800+ pokemon, most of which can't actually be obtained in-game, or it could be a problem with the model converter. We don't really know.
