Pokemon like scizor, tyranitar, blissey, skarmory, heracross, forretress, steelix, crobat, wobuffet, kingdra, umbreon and quagsire and azumarill post gen-3, are all very good, and several others like lanturn, smeargle, slowking and feraligatr, porygon2 and politoed post gen-5 HA/eviolite are also pretty good. Remove the 6 legendaries from the total, and all the NFE-s, and thats 19/57 fully evolved Pokemon that range from top tier to pretty good, and theres also around 7-8 decent pokemon aswell like espeon, donphan, ampharos, ursaring, hitmontop, jumpluff, houndoom.
The problem isnt that johto pokemon are weak, but rather the the remaining half of the dex are for the most part unusable shitmons or NFE-s that didnt get an evo until gen 4, which makes most johto mons either really bad or really good, with little inbetween, on top of the shitmons being generally the most common/easiest to find, makes the dex appear weaker than it does. I mean hoenn has less top tier to very good pokemon in absolute terms than johto, yet you rarely see people bitch about how weak hoenn pokemon are because most of the hoenn pokemon are in that not very good, but also not very bad tier, which masks the problem over.
