What I'd propose instead would be to flip Bug's current type matchup against Fairy. Fairy resisting Bug is pointless from a thematic standpoint, and makes little sense from a gameplay standpoint since Fairy doesn't need the help, and Bug doesn't need the help sucking. Moreover, Fairy has a lot of overlap with Grass, which Bug is already super-effective against, so why not? It's a very clean solution in terms of how it would impacts the meta as well, since not only does it help rain in Fairies a bit while giving Bug something to actually do, Bug coverage is also uncommon to see (albeit would probably be a bit less uncommon afterwards), so you aren't giving out large shadow buffs to lots of already powerful non-Bugs by doing this like you do if you buff Ice offensively (serving as a great shadow buff to the already powerful Water type, since Water types are renown for running Ice coverage).
With regards Sound, I like the idea of it being its own type, but the problem with how Xenoverse implemented it was that it was just Electric 2.0. If you're going to add the type, it needs to offer something that's properly unique - not just aping an existing type or serving as a "buffs Dragons, nerfs Faries" type for arbitrary game balance reasons.
A good starting point would be figuring out what unique mechanics the type can offer. Grass has Leech Seed and powder moves and the like, Water, Fire, Ground/Rock, and Ice have weathers, Ghost and Dark have gimmick moves like Curse and Knock Off, etc. What is it that Sound (or Cosmic, for that latter) would bring to the table that would be unique in all its own?
