because its a snake and back then dragons were easily associated with reptiles. also its a cool type especially for a starter. megasceptile is dragon so

Aside from temporary forms, dragon typing would be far too strong to give to starter when it comes to ingame balancing. It'd also cancel out the weakness it's supposed to have to one of the other starters.
