This is the problem with making so many pokemon and then having to cut large swathes of them per game. It gets to a point where there are inevitably ones very, very few people give a shit about, and they in turn become a 'waste of space' to a majority. Ultimately nobody cares about Seel or Dewgong for example in any meaningful capacity expect a very small minority of players.

they dont "need" to cut shit, they deliberately axe pokemon to sell them back to us, note how having all the starters in one game was used as a selling point for dlc. there's literally no reason why they couldnt be in at launch, it's just that pokemon has stirpped so many gameplay features from the series now that just having old pokemon in the game again is they care enough to do anymore since the games will sell 5405345346464 copies regardless.

And how many are absent from a Switch game in general? Excluding Lgpe since you can't transfer back and forth in that game.

Wondering if it's worth it to move everything up to Home but I'll only do that when I can have every Pokemon in a game instead of letting them rot in the Home box

Plenty. Most of these missing are available within SWSH or BDSP (the only edge case seems to be Alolan Rattata line being LGPE exclusive). You can cross-reference with Serebii's lists and the pastebins to get an exact Gen 9 availability picture
