Johto starters suck so the shitmons stand out more.
Also Swellow is better than Noctowl despite the lower BST and at least the Zigzagoon line has pickup.

That’s because Game Freak hates Johto for being a sequel so they made the Gen2 starters unusable.

They designed the starters to be specifically difficulty modes. Chikorita being hard mode, Cyndaquil being easy, and Totodile being regular mode.

The Gen 3 Pokemon are only so bad because they were initially intended to be the only ones with abilities. If the Gen 2 mons didn't have abilities then they'd be on par with Gen 3

Was that ever confirmed? I know there it was a datamind or something mentioned that only gen3 Pokémon had abilties but gen3 was originally only supposed to have gen3 Pokémon so it’s possible all Pokémon were intended to have abilities somewhere down the lake. but they just didn’t bother to give gen1/2 Pokémon abilities again that point since they wouldn’t be able to be caught in game it even transferred so it would be pointless
