You know, the kind of art where they still scribble in colored pencil or mspaint, and don't understand any kind of Pokemon design philosophy or general sense of design. Even other Pokemon that "just get bigger" still change in some meaningful way, but if you showed me a pic of Sneasler before I knew H. Sneasel was a thing, I would've just assumed that THIS was a Sneasel.
I feel like I'm pretty loose with judging designs- I don't say this for just about any Pokemon, and I can't really think of any others off the top of my head that look like shitty fan evolutions. Sneasler is THAT bad.
