This makes sense. Its ancient Sinnoh, so they wouldn't want to touch any Gen 4 Pokemon. "Why would they look different then compared to now?" is probably how they were looking at it

More Gen 1 and 2 of course. But its strange how much less we have. I wonder if its because they wanted to go for more Pokemon number-wise and started opting for the "Regional Fakes" instead to bump up the numbers? Doing so also means less limitations/more freedoms with what you can do. Wigglet could easily be a regional form, but Toedscool would be a bit of a stretch to be a regional form because it acts so completely different.
IMO if the next game is a Legends Johto or Unova, we could see more Gen 3 and Gen 4 Pokemon get regional forms because both of those gens have been passed up (almost) entirely.
Hopefully this applies to cross-gen evolutions as well.
